I am under a two year contract with Verizon. I have double play (phone
and internet) via Fiber Optic. Over the last year, my bill has risen
and it now $3/ mo more than originally. Why is this if I'm under a set
amount contract and what can be done? Thank you.

How about you look at the original bill and the current bill to see
exactly where the extra charge is.

Remember that taxes and fees are variable, not fixed.

Hmmm, I'll have to see if I can do that. They had me switch over to
online billing this last time, but I suppose the past bills are on their
site.

Ok, managed to look back and compare the past bills. What has increased
the most falls under "Fees & Other Charges" > "Verizon Surcharges &
Fees" > "Federal Universal Service Fee." This fee increased from $5.21
in June to $8.46 for this month's billing. State tax went up a bit, but
just a few cents compared to this. Now, the question is whether or not
anything can be done to lower this? It is listed, after all, under the
Verizon Surcharges & Fees section, so a charge imposed by them.

Also a charge imposed on them. Like all government charges, the company
tries to pass them on if it can. I suspect all vendors are subject to
the same fees so there is no way for competition to raise its ugly head.
